Tax Cuts and Jobs Act

NCADA has a long history of being a non-partisan organization, recognizing that individuals on all points on the political spectrum can have both good and bad ideas. I’m writing to alert you to one current idea, which is potentially devastating to NCADA.

Congress is currently proposing a tax bill that, among its many provisions, includes removing the deduction for charitable donations for most Americans.

Over half a million Missourians claimed a charitable deduction last year. Should those deductions vanish it would result in an estimated annual loss of $169 million in charitable giving in Missouri. This 5% decrease in giving would harm our ability to provide services both directly and indirectly:

First, this would almost certainly result in a dramatic decrease in charitable giving, which in turn would have a crippling effect on our ability to provide programs and services, at a time when they have never been more necessary.

Secondly, organizations that fund NCADA programs, like the United Way, would also see decreased donor activity. This loss of funds would trickle down to not just NCADA programs, but all social services supported by the United Way.

At NCADA, we believe that we must follow the evidence, regardless of our preconceived notions, and the evidence is clear. Tax cuts do not increase charitable giving. Removal of tax deductions does decrease giving. Every dollar invested in prevention of harms associated with the use of alcohol and other drugs saves our community $7-$18 in treatment, crime, and other social costs. The passage of the tax bill currently being discussed could result in programmatic cuts and services to our children and grandchildren.
